The Second Committee of the General Assembly

The Second Committee of the United Nations General Assembly (Economic and Financial Committee) addresses international economic cooperation, financial stability, and sustainable development.

This year’s agenda, “Economic and Financial Implications of Freezing Sovereign Assets to Achieve the Sustainable Development Goals,” focuses on assessing the economic consequences of sovereign asset freezes and their potential role in financing sustainable development.

The Committee aims to develop a resolution outlining practical recommendations for mitigating financial risks, exploring sustainable development financing mechanisms, and strengthening international economic cooperation while respecting international law and state sovereignty.

Agenda: Economic and financial implications of freezing sovereign assets to achieve the Sustainable Development Goals

Dear Delegates,

It is my great honour and pleasure to welcome you to the Second Committee of the United Nations General Assembly at the Churkin Moscow International Model United Nations 2027!

In a world where international financial relations are increasingly influenced by geopolitical tensions, the freezing of sovereign assets raises fundamental questions about economic stability, international cooperation, and the principles of international law. Can frozen sovereign assets contribute to sustainable development? How can the international community balance the pursuit of the Sustainable Development Goals with respect for state sovereignty and the stability of the global financial system? These are just some of the challenges you will be invited to explore.

Whether you are an experienced delegate or taking part in your first Model United Nations, I hope this conference will offer you an opportunity to develop your diplomatic skills, exchange ideas, build lasting connections, and discover new perspectives on international affairs.

I sincerely look forward to meeting you all and witnessing the insightful discussions and meaningful cooperation that will shape our committee’s work. I encourage each of you to approach our agenda with an open mind, strong arguments, and a willingness to understand perspectives that may differ from your own. Remember that diplomacy is not merely about defending national interests, but also about finding common ground where compromise may seem impossible.

Sincerely,

President of the Second Committee of the General Assembly

Vlada Korablinova

Honourable Delegates,

I am pleased to be part of the 2GA C-MIMUN 2027 team.

There is a common saying that the opposite of love is not hatred, but indifference.The freezing of assets is a step towards cooling relations, but in a very dynamic and powerful manner. Because it limits the freedom of asset owners and third parties, it makes it painful to continue operating, both professionally (corporate) and personally. Thus, there must be a key to melt such an intense action, even within the scope of serious matters .

I truly look forward to our collaboration, brainstorming, and meaningful interactions throughout the Model United Nations session.

See you all soon!

Regards,
Vice-President of the Second Committee of the General Assembly
Vera Velesova

The path toward consensus may not always be easy. Nevertheless, I am confident that your dedication and commitment to meaningful dialogue will lead to constructive and impactful debate. I encourage you to exchange ideas, challenge perspectives, and seek common ground in pursuit of a better future.

Enjoy every moment of your MUN experience, make your voices heard, and, above all, debate with purpose and cooperate with vision!

With warm regards,

Expert of the Second Committee of the General Assembly

Akim Ismailov

Dear Delegates,

I am delighted to welcome you to the Second Committee of the General Assembly at C-MIMUN 2027!

Our agenda sits at the intersection of international law, global finance and sustainable development. States hold part of their reserves abroad, and the rules governing such assets combine the principle of State immunity, the legal bases for restrictive measures, and the practice of national courts and international institutions. Different States interpret this framework in different ways, and each interpretation reflects its own legal tradition and national interests.

Your task is to examine how decisions on sovereign assets relate to financing for development, social protection, economic recovery, and confidence in the international financial system, and to see how these questions connect to the SDGs.

I encourage you to approach the topic with an open mind, to study the positions of other delegations carefully, and to look for common ground. I look forward to working with you and wish you productive debates and constructive solutions!

Sincerely yours,

Expert of the Second Committee of the General Assembly,

Andrew Zakharov

Registration is the first step towards participating in the conference. In the first part of the form, you will need to provide your personal and contact information, including your full name, citizenship, email address, phone number, VKontakte or Telegram profile link, city of residence, educational institution, and current year of study or grade. You will also be asked to indicate your preferred interview time. Please choose a time when you will be available and double-check your information before submitting the form.

In the second part of the form, you will find a few short questions as part of the first stage of the selection process. They cover the committee’s topic, your understanding of the issue, possible solutions, and basic principles of international law. The questions are designed to be straightforward and give you a chance to share your thoughts on the topic. You can keep your answers brief – just 3-4 sentences per question are enough. There is no need to write lengthy essays or have expert-level knowledge of international relations or law. We are simply interested in your ideas, your reasoning, and your interest in the committee’s work.

Before completing this section, we recommend taking a quick look at the committee’s topic and the main issues on its agenda. Try to express your ideas in your own words, explain your reasoning, and focus on the main point. Clear and thoughtful answers are more than enough.

We wish you success in the selection process and look forward to welcoming you to the Second Committee of the General Assembly at C-MIMUN 2027!

Delegates are also asked to prepare a country position – a brief analytical document presenting the official stance of the assigned state on the committee’s agenda.

Your position paper should be approximately two pages long, though some delegates may deliver only a one-page statement during the session. The exact time for speeches will be determined later by the delegates themselves during the meeting.

Your position paper should include:

  1. The country’s general view on the problem of the Committee;
  2. National interests and priorities related to the topic;
  3. References to previous UN actions, resolutions, or policies the country has supported or opposed;
  4. Proposed solutions that align with the country’s foreign policy and current international commitments.

The position paper helps other participants understand the logic and motivations behind your country’s actions, preparing you for realistic, diplomatic, and engaging debates.

Please note that all positions must be written in English, the working language of our committee.
